Chip’s expertise is helping communities and organizations determine a vision for the future, develop strategies to realize the vision and manage the process of the resulting changes.  He is experienced in cultivating feedback from a broad spectrum of individuals and interest groups by using a variety of methods such as focus groups, town hall meetings, charters, interviews and surveys.  The plans and programs that result from these exercises are fiscally sound, achievable and enjoy a strong foundation of support.

Chip spent over 20 years in city management working with four different cities. As a city manager and finance director, he specialized in community development, economic development and financial planning.  He believes in creating organizational cultures that put service first, strive for excellence and are personally fulfilling. 

Chip holds a Masters of Public Administration from the University of North Texas and a Bachelor of Science in Government from Abilene Christian University.  He is certified by the International City/County Management Association (ICMA) as a Credentialed Manager and by the Government Finance Officers Association of Texas as a Certified Government Financial Officer.
